FACT:  Marijuana arrests are at an all-time high. About 830,000 Americans were arrested for

           marijuana in 2007, more than 90 percent of which were for possession of small

           amounts. It is irrational for our country to make so many people criminals simply for

           using a substance that is far safer than alcohol.
